Are we told more about that moment in later chapters? Because when i look at it what i see is a very crippled Nanoha that about to die. But Vita looks relatively unscaved. To me that make me belive it was an ambush and that Nanoha was their prime target. Since Vite has no injuries and neider is her clothing damage/dirty.

Or look at it this way, perhaps Vita was with the reinforcement/rescue party being sent to asist/aid her, that would explain her being relatively unharmed.
