I think a general consensus reason for their status in both lists is in order.

Great Villians:
1.
Spoiler for Spoilers for Umineko:


2. Scar: Sinister, yet darkly charasmatic. One of the most successful Disney villains.

3. Omega (Mega Man Zero 3): At first he seems to be a generic KILL MAIM BURN psychopathic robot, but his real charm comes from the narrative side (note: you had to have played the classic and X series to get the most of him).

4. The Boss (Metal Gear Solid 3). Here due to the twist regarding her being one of the biggest heart wrenchers in recent gaming.

5. Gorghutz and Kaptain Bludflag (Dawn of War): Loud, barbaric, and incredibly funny. The later is a hat obsessed Ork Pirate packing some insane logic (this coming from a race in 40k who's vehicles move faster by painting them read because they think "red goes fasta").

Could have been great:

1. Araghast the Pillager (Dawn of War II: Chaos Rising): This villain had everything going for him. Good intimidating presence, a bolsterous, yet charasmatic voice, and all the traits that made him the best representation of a Khorne style Chaos Lord. Unfortunately, he suffers from the same problem that brought Darth Maul down: anti-climax. Araghast died WAY too soon and his boss fight was too easy. On the bright side, he's still very well loved by the DoW fan base

2. Darth Maul: Excellent presence and very scary. Alas he was severely under utilized and died too soon.
