Dorothy is the head of Earth iirc. Noin is Relena's bodyguard. Zechs was going after Neuenheim Konzern so he left his daughter with Duo to stay at the orphanage. He came back for her a bit later. He showed up recently to help Heero and the others but left afterwards.
