It is canon. I can confirm that.
As I understand, not many Denizen use this kind of Fuzetsu. I don't know why, but it is not a complicated spell so even someone as weak as Ukobach could use it. The other one who uses this movable Fuzetsu in the series is Nitika, a Denizen appears in Zoetrope. So it's certainly canon.
