There is the fact with whatever war they got in earth, they may have lost lots of lives before going into space. And then we had only around 50 years since then, so the population shouldn't have grown that much bigger since. And add to a portion of the space population shouldn't be interested in AKB00, may be from places where entertainment is banned so they wouldn't be able to vote even if they want.
