Because not every character gets to have the death you expect of them. Typical anime tropes and rules dictate that the "warrior princess" needs to have some sort of grand kamikaze finale where she dies taking down a chunk of her enemies army, but since Code Geass R2 makes it's own tropes she gets to die quickly and suddenly in an act that is mostly in vain. Them's the breaks. Just makes the show slightly more realistic in the character sense to me though that characters like Rolo and Shirley can get semi-heroic/tragic deaths yet characters like Cornelia can get cut down like it's nothing.
Kind of reminds me of Zeta Gundam actually. Now if only they could have done something about these mecha battles. Oh well, that's Gundam's forte, whereas character drama is Geass'.
