It's been said numerous times throughout the show that MWPSB staff is
tiny. There are a couple other divisions, but still just a few. Additionally, Division 1 is the only division that has been given the classified information they're working with right now. Honestly, despite the threat being faced a single division is really all that's needed. Plus, if they sent more people they would just die.
