From the manga (just to be clearer):
She & her dad can’t pay the debts to that drug dealer (they don’t have anything anymore). So they kidnap them and drug them. They’re using the dad to do some “dirty work” and probably using the daughter as a sex tool. After that, they plan to sell their organs when they’re no longer useful.
