At least it looks like both Paletweb and Himeya did a good job searching for you. It's true that the collection album is only sold through Tora no Ana. If Tora no Ana doesn't have it in stock, then there's no way to get it through normal methods, since places like Himeya have to get the product through them first.

If they're really sold out, then it's up to
ico-san to decide whether or not she wants add more stock. If she does, then you should see it become available on Tora no Ana's online shop again.
Right now, future restocks is still "under consideration".
