It's some draft notes Mashima put at the start of volume 32. He did something similar for the previous arc. So yeah, some things changed, some other things are likely to change. And some of that translation is iffy. I don't see anything on it that suggests that Arcadios has a spy in Raven Tail, and I don't see any specific mention of Ultear or Meredy either.
