No cause Urahara isn't so stupid to release his bankai if he knew there was even the smallest chance it could be sealed, he doesn't strike me as that type of person to do such a daft thing.

The captains
seemingly know that the Quincy aren't to be taken lightly and bankai is needed but still daft to release it knowing there was a chance it could be sealed.
What happens if they couldn't get it back?
Thats the worse case scenario and one they couldn't afford to take, so again stupid idea is stupid idea.
So how are they to deal with the Quincy?
Simple use there brains to devise strategies that didn't rely on their bankai's, they are captains afterall they have to have more to them than simply spamming 2 attacks.
