Actually there was a 001: the GN Arms were GNR-001E and GNR-001D.
On the 00 Raiser box:
More than the nice choice of name, what interests me is how the GN Particle exhaust is portrayed: The GN Drive thrusters no longer emit GN Particles, but instead reroute the particle flow out the O-Raiser's "wings" and backpack. It's quite similar to the way the Ahead does it, which is awesome
