Beside a country isn't rascist, people are.
If you say for example England is a rascist country, you say that the majority of the people in England are rascist.

So if you speak about a government, say government, if you speak about a country, give his name.

With exactly the same kind of reasoning I can say that the Asian are the center of rascism, brutality and slavery.
There was countless wars, countless massacres in the history of Japan, China, Kampuchea, India, Korea, etc.
Slavery existed here milleniums ago, in the last century Japanese killed millions of 'inferior' chinese, chinese killed douzen of millions of other 'inferior' chinese and 'inferior' Tibetain, Kampuchean was killed by millions by their own people too. Or how people can born inferior to the others in India because of their caste.
The list is almost infinite and I could say the same about African country, european country, in fact about almost all the country in the world.

But I will never say, the yellow countries (-_-) are the center of rascism, the black country are the most rascist one, because that doesn't mean anything and it's a rascist affirmation.
