Inko (Deku's mom) says she can't stand the fact that her son can't properly finish a class without being attacked by villains, or that he keeps hurting himself. Thus, she wants him to stop attending UA. Deku argues back that it's not the teachers' fault, but his own for not having proper control over his quirk. However, Inko argues back that the teachers still have a responsibility to ensure the students' safety. That being said, she IS aware that she's being a burden to her son, and doesn't want him to give up his dream. Thus, she suggests finding an alternative to UA if he wants to become a hero. Unfortunately, Deku feels that there's no other place for him to be BUT UA, and runs out of the room as his emotions get the better of him....
A short while later, he comes back to the room with his mother, and they both see All Might bowing his head to them. Inko has no place in the secret life between Deku and AM, but the retired hero promises to protect the boy and make sure he grows safely, as he's committed to raising a new life. Deku then shows both his mother and All Might a letter he received from Kouta of the Pussycats. He explains that Kouta was someone who hated heroes and quirks, but after he was saved he gave Deku that thank-you letter. It's at this point that Deku realizes he won't become a hero merely by attending UA.... but just from the act of saving people's lives. And armed with this knowledge, he realizes he can still become a hero even if he no longer attends the school. Hearing this, All Might (in muscle form) bows again. He apologizes, saying that he thought Deku was a boy he could turn into a symbol.... but he already is one.
Hearing these words, Inko is finally convinced to let her son stay at UA. She wanted him to live a happy life with no danger, but she recognizes that being a hero was always her son's dream. Thus, she asks AM to raise him as the "new life", a promise the former hero naturally agrees to. As AM leaves, he says he was surprised by Deku's mother, as she reminded him of his own mentor, Nana. Apparently, they had similar hairstyles.
After All Might's departure, we later see the UA students setting off for school..... to start their new lives!
