I don't remember where it was exactly, so take it with a grain of salt, but Alicia was supposed to be as weak as it is possible to be in magic.
In fact, Precia's hatred of Fate was in part fostered by Fate having a large magical potential manifesting with the same 'color' as the one during the incident (SHE IS POSSESSED!).
