So, Madara either rebelled years after Hashirama was chosen to be Hokage (which goes against everything we currently know) or Kishimoto messed up the timeline. (It certainly doesn't help that Konoha was the first Village, yet Iwa seems to have age-old traditions already in place...)
-Bear in mind, the person who told us the facts about Madara's past is in fact "NotReallyMadara", a guy who is likely mixing truth and lies together. For all we know, it could have taken Madara years before he decided to send Kurama at the village, rather than it being an instant.

-As for Iwa's age old traditions, think about how each village is formed. They're formed from different clans joining under one "alliance". Is it not possible that some of the individual clans' traditions carried over to the village?
-When all else fails, ram them with a force of an 18-wheeler.
