I'm rather disappointed with this list. Touya of Utena is on it, yet Ohtori Akio of the same show is far, far more seductive than he is. Heck, he's irresistible to everyone, male or female

. As far as I can tell, his only real competition is Momonari Junta of DNA² fame. However, even the famed megaplayboy is only irresistible to women. Needless to say, both of these guys will also have extremely high (or even higher) threat levels.

By the way, Tenchi's threat level is far too low. As we find out in OVA 3, at his best, he's capable of crushing everyone else on the list put together.
