That does makes sense, maybe they're fearing about the same stuff as Mondo Grosso Incident years ago.
Then again, Japanese Government would be in turmoil anyway, since each and every country use this to their advantage somehow.

My impression is that impact cannon requires an armored chamber, the reason it's so bulky.
