EDIT: Guess I better put it under spoiler tags like you two did.
I think I'm in the middle of both of you. On the one hand, I do think Dr. Tenma is more ethical than not.
Spoiler
:
I say this because while the director cutting his funding probably
did
have an impact, I cannot see it as the main one.
Rather I think it was a hidden motivation out of many motivations. It's not as though he consciously thought "The director is screwing me over concerning my research! Up yours!" Notice that he really wasn't sure until he recalled the crying woman beating on him and screaming at him to give back her husband. Plus, I think his horror when both the director and Eva were talking about some people being more equal than others was pretty obvious as well.
I think the biggest problem with Tenma is that he's a good guy, but he's also rather naive, at least at this point in time. He didn't really think for himself and just did what the director expected of him. But, since he is a moral person--as I'd like to think most of us are--he's going to try to do the right thing once his eyes are opened.
The real question I have, because I do think at least part of his motivation (just not all of it) WAS linked to his research getting cut, I wonder if the director hadn't cut it that very night, would the other things have been enough motivation for him to go againt the director and flush his promising future away...
