...that completely mystified me.

Although I deleted the fansubs from my computer I forgot that I'd saved them to a DVD-R (I'll probably have to just throw it out since I can't write over it again) and in the fansubbed version Sei says:

"I know they are related"

Which seems to bear no relation to the line in Nozomi's translation.

Could anyone shed some light on this?

Many people argue Sei's gay, and she feels Kashiwagi's gay, too. Therefore her conclusion is Kashiwagi won't be interested in Sachiko -> Sachiko's safe.
Sei didn't know they are engaged at that moment.
