I think part of the problem is just the melting pot that is going on right now. The "regulars" from the past were used to things being a certain way, but F2P has attracted new audiences that weren't used to the old community conventions. So, in the end, new norms will be formed as the staff find ways of dealing with the problems.
I would also say, Global Chat in Tera has never been particularly enlightened in my experience. It seems to always come back around to either whether Elins are appropriate or not, and whether the game is worse than other MMORPGs.
It can sometimes be a bit funny, but I usually just tuned it out. And now that there are many times as many players, it's just gotten a lot noisier (and with other new memes and issues inserted).
