If something is
latent, then it has the capability/potential to emerge or develop. But there are people I've conversed with that I would
never express sexual desire for. And that's not just due to some social norms or values, but also due to the simple fact I don't find them sexually attractive.
So there's no capability/potential for emergence or development there. So there's no latency there.
