Anyhow there's much more you can do with plants! If she can control plants, all she needs to do is like carry seeds in her pocket and she now has access to a plethora of medicines, poisons and FOOD.
Not just that, but strangler figs/vines could be extremely useful if their growth was accelerated (again, vine rape). Large trees could be planted quickly to form shields. Like Wifri mentioned, plants with small seeds/spores could easily contaminate the air. Did I not already mention a portable apple-orchard?
One more thing: If she can control plants, I'm sure Academy City has some pretty brutal generically engineered carnivorous plants for use.
