古代ベルカ式魔法そのものや召喚魔法も術者の稀少さゆえ、レアスキルに認定されている。
古代ベルカ式魔法を操る術者の中でも、特筆すべき固有スキルを持っている者が幾人かおり、それらはレアスキ ルの中でも特別扱いとされる。StrikerS の本編中で登場した、特別扱いされる術者とそのスキルとしては、 八神はやて(蒐集行使)、カリム・グラシア(預言者の著書)、ヴェロッサ・アコース(無限の猟犬、思考捜査 )の3人のものが確認されている。

StrikerS漫画版Episode-3で、はやては上級キャリア試験を受けた際に稀少技能持ちの特例措置を受けている、と言われている。特例措 置の内容についての詳細は不明。
また、はやては「稀少技能保有者とかスタンドアロンで優秀な魔導師は結局便利アイテム扱い」とぼやいてもい る。

Rare Skill

As the name suggests, it's a Rare Skill that ordinary people don't possess.
Ancient Belka and summoning magic are recognized as Rare Skills.
Among the people who practice Ancient Belka-style magic, some people have a particularly Rare Skill. In order of appearance in StrikerS, Yagami Hayate (Storage Usage?), Carim Gracia (Prophet's Book) and Verossa Acous (Infinite Hunting Dog and Thought Investigation/MENTAL PROBE THING) are three people who have been validated as people with Rare Skills.

In Chapter 3 of the StrikerS manga, it's said that Hayate had preferable material when she took the career advancement exam. Details about the special acceptance are unclear.

Moreover, Hayate complains that "people with rare skills and powerful stand-alone mages eventually get treated as a convenient item."

Ancient Belka Magic

蒐集行使

八神はやての持つ稀少技能。
蒐集修得したミッド・ベルカ両式の魔法をフルパフォーマンスで使用できる。
闇の書の時代には、ヴォルケンリッターが魔力蒐集を行うことで、その魔力の持ち主の持っていた魔法を記録で きる能力を持っていたが、リインフォースIIにその能力があるか、あったとして今も魔法の記録をこの方法で 行っているかについては触れられていないため不明。

Storage Usage

Yagami Hayate's Rare Skill.
Through her collection, she is able to fully perform both Mid and Belka-style magic.
In the times of The Book of Darkness, when the Wolkenritter were collecting magic, it was able to possess the original owner's magic power. Whether Reinforce II has this ability and is able to perform it is unknown.

召喚行使

キャロ・ル・ルシエやルーテシア・アルピーノの所有する稀少技能。

また、A's漫画版「The Prologue of ACES」でシグナムと交戦した魔導師が赤竜を召喚していた。
その際の「蒐集」の影響により闇の書の意志（初代リインフォース）も使用しており（A's第１０話）、その 遺産を受け継いでいるはやても使えないことはないと思われるが、はやての竜召喚と竜使役のスキルに関して語 られたことがないため、詳細については不明。

Summoning

A Rare Skill that Caro Ru Lushe and Lutecia Alpine have.

In addition, in the A's manga [The Prologue of ACES], Signum is seen battling a mage who summoned a Scarlet Dragon.
In episode 10 of A's, it's seen being used by The Will of the Book of Darkness. Though Hayate inherited the ability, details on whether it may be usable are uncertain because she was not told about the dragon summoning.

if anything, her Rare Skill is more of being the administrator of an extensive catalogue that gives her access to ancient spells from the old warring eras.

To my understanding, that's partially correct, that's half of the point of her Rare Skill, the other part being able to add to that catalogue, if the name of her rare skill is to be taken into account.

The side effect of these is that she's able to execute spells from other magic systems aside from its own. (e.g Mid, and possibly summoning)

IMO it's not wrong to say that Hayate can become a packrat of a myriad of spells through this ability if she wants to, not unlike Orochimaru's stated aim in Naruto, to quote a popular example.
