That headshot last season disables his processing capabilities, so Heaven Canceller said to Yoshikawa that he would be using the SISTERs for something. That something allows Accelerator to let the SISTERs process all the calculations required for his powers to be used. You see the choker on his neck? The black thing? That's his switch for the powers. He's weakened here because he can only use this for 15 minutes before the battery runs out.

To add, even with the Sisters Network he can only use less than a half of his original powers for a short time.
