So Code 871 was implemented into UW after admin brainwashed him, does it automatically slow down the FLA rate when triggered and inform Yanai, who in turn informs admin? It'd be too fast otherwise and if it slowed down, why didn't Higa notice it in his daily/weekly checkup (if they do one at all)?
