I haven't done avatars or sigs in years, but I took a stab at this for you. Because of the dimensions of the original, I had trouble getting a 500x100 to look good, but I did manage 324x100.
I'm an idiot and forgot to save the .psd of the sig, though (only the cleaned up version of Nagato sans background), so hopefully this works for you because I don't have a lot of faith in my ability to reproduce this.
