Kind of like the deal with Ultear being experimented on by people working for Brain. The anime may seem to have made it up, but it's true based on information from the manga: the Bureau of Magical Development is where Brain worked, and it's where Ultear was experimented on. The anime staff just decided to use the opportunity to intertwine them and give more of a reason why Ultear was put through that experience.
