Yeah, he is trying to be the person who doesn't want anyone to die, which makes the talk of a death penalty all the more questionable with him there. So yeah, he sounds alot like Kio with all life is precious, and that's not a bad thing. Also, it's not Hayate but Fate thinking something along those lines. SS6 shouldn't know about Marty and Dego, because the Arnage and Veyron were the ones who encountered them.
