That will be for a future expansion or a new game which focus on the Pacific side of things.
Anyway, I believe Relic should had been more ambitious and jumped straight to the Pacific Theater. Lush green vegetation is more interesting than plain white snow with the option to include a camouflage system. With the Japanese, we can also expect Bayonet and Sword attacks; those are plainly missing from the first CoH.
