You're right, it is 'Fate-mama.' The other thing is that for whatever reason, the artist chose to have Vivio's speech bubble refer to Fate using hiragana for her name instead of the usual katakana, so there is no childish sound to the way Vivio is saying her name. It is spelled the same way as it is usually, just using the hiragana instead. Maybe it's because (IIRC) children learn katakana much later, and it's likely that since Vivio is still only learning, she doesn't know it yet, hence the name in hiragana. This is all just speculation though
