Their name goes a bit deeper. True, Vivio's words and actions does point to the opposite, but as a group they've become unrelenting and "unforgiving" against the Absolution as time goes on. They are, however, still individuals, which means their opinions will clash from time to time. But in a general whole, they will probably never "forgive" what the Absolution has done.
Further, in canon, we know very well how Nanoha and Co tends to "befriend" and show mercy, etc (pre-Force anyway). In Unforgiving they kill a whole lot more without prejudice, rampaging around without much second thought (at least in later chapters) and diplomacy takes a backseat. They change and grow more relentless.
As for Subaru in particular, she is still one of their friends, and knowing them right, they would do anything to bring her back if the chance was there. Which it now was. Unforgiving they might have become, but they have not become emotionless.

And if Subaru is dead, they'd most likely become more ruthless and torture them until they are dead.
