It wasn't exactly staff shortage/too big a workload... The main staff had become disinterested in the manga (semi-ecchi can only carry interest for so long; there really hasn't been any plot development in 40 chapters), plus the main translator has become extremely busy in real life.
Manga-Heaven did the Black Cat scanlations way back when, so I trust they'll do a good job.
