I think they're probably still scrounging the budget they're going to need to do Episode 3
I'd be inclined to think they aren't waiting for episode 4 because they clearly said it'd gone into production already. Probably just taking their time, and hopefully when they do start giving dates and such it'll air a few months after. Hopefully. I'm expecting it'll start airing just after I leave Japan though just to spite me.
