so far it hasnt been confirmed that it will be a movie.. and i would doubt that it will be
some people here said around that they hope it wont be 23 minutes.. however 2 episode specials usually have a running time of about 47 minutes so expect somethign like that..
we wont have to wait for the DVD to view it.. the special screening is probably done before the official TV broadcast however no real date has been set yet (however rumors point to early August) but im sure we wont have to wait for the DVD.. right now theyre at DVD 6 taking care of the begin stages of Mao with Shirley being brain washed by Geass... by the time it would come out the second season is probably already airing
