Luke's age is listed as 17. It is possible that the game begins before his seventeenth birthday.
I also recall (in the game, perhaps not the anime) that Duke Fabre mentioned it would be three years before he could leave the manor when he came of age. If I'm remembering correctly, "of age" in Tales of the Abyss is 20.
