It happens very close to the "fake date" incident. The Railgun anime is the one that has the meeting with Kongou wrong. Someone went ahead of him/herself with that...
Or maybe it's a retcon. But whatever the case, Kongou transferred on the second semester (for Japan) so she met Mikoto just a few days before the start of the new term, while the "fake date" happens the day before the start of said term (Aug 30 irc)
