Well, this "threat level" meter is basically a substitute for bounties.
Bounties are measure of the pirate's "threat" against the WG.
But since WG Marine officers obviously don't have bounties, this article used "threat level" to do the same.
Supernovas don't need to be shown in this meter, since... well, they already got bounties.
