i was thinking maybe the second tenshi was formed/made when tenshi was saving them from the giant fish
why??
when are dashed towards the giant fish,you can see two tenshi there and if you look closely the red eyed tenshi dashed out and sliced the fish
clearly you can it is the red eyed tenshi

and here : you can clearly see two tenshi


so my guess is the second tenshi is some kind of personality spilt between the friendly tenshi(yellow eyes) and the "enforcer" tenshi(red eyes)
