It's in fact an exceptionally hopeful line, that not only is the world not as unchangeable as he had been so certain it was, but
he's got the power to change it. (someone who thought he had absolutely no power at all) Though of course Lelouch is looking all evil through that entire scene just because he's supposed to be the fiend awakening.
