Well, screeny time then. Here we have Lutecia summoning Hakuten-oh, he actually falls down right behind the building and hovers back up. He's obviously smaller then the building:

Fast forward a few scenes, and even hovering is not an excuse for this massive increase in size. <_<

So yeah, I'm sticking to 15 meters.
