The ruins seem to have a lot of "interesting" uses, so it doesn't seem that unreasonable to just go ahead and through a cryogenic sleep system on it for an alternate universe story.
I'm inclined to agree that Rai's not immortal, even though the possibility of him being one brings up some interesting questions about Lelouch's fate.
As for the hair thing, given V.V., I think it's fairly clear that geass immortals hair still grows, even if they don't age in any noticeable ways, so unsure if the hair thing isn't just a psuedo-red herring or not.
