Well it's not
impossible, but I wouldn't bet on it. The best case scenario would be like 21 and 22, released within 2 months and meeting the 3 volumes per year standard.
Then again, it's the publishers' decision on when to release, I get the feeling Miki wouldn't want to place all of their best titles together, September has Mahouka and OreImo already...
