Kawakaze cannot use the ka-mi tank. At best, she can only use the Type 89 Daihatsu.
If you want a tank user, it should be either Ooshio or Kasumi, no one else as they are too weak.
I personally think using the tank is a waste of time. I'd rather split my fleet into 2 offensive kanmusu, 3 anti installation and a AACI DD.
