More or less. It has better odds of someone coming back to animate the rest of the manga eventually than a lot of other series do, but the odds are still kind of poor given that the series was canceled.

Naruto ended February 8, 2007. Naruto Shippuden started February 15, 2007.
Meanwhile for Bleach, there are pretty clearly no plans at this time to continue the anime.
