Interim champs are set when the legal champ in not available to fight for an extended period(over 6~8 month I believe) but does not relinquish the belt.
If someone challenges Miyata and if Miyata is not available to defend his title within the window set by the boxing commission then yes another interim champ will be set by the ruling boxing commission.
