Actually one thing you will notice in the databooks is that Jiraiya and orochimaru and most of the villians have no ninja ranks... apparently, ninja ranks only put on those who are ninjas of an official village (sound doesn't count i guess), and are currently active... in the case of Jiraiya, he is probably retired from normal ninja service and now just does as he pleases
