For the former, it might be because they mugged a couple of scientists before making their escape.
For the latter, your guess is as good as mine.
Still... it is only the second episode thus far. There is still opportunity to find out what actually went on during their stay in the detention center; somewhat like
Gungrave, where the audience is thrown into the middle of the plot during the first episode, than led through the past, before catching up with the present.
