Apparently they're the "higher-ups" Regius has repeatedly mentioned, they're called "最高評議会"... hmm, something like "Supreme Council" or something like that?
Up until now I thought it's more like MC's goverment itself, but apparently they're inside TSAB structure as well... damn, I really want to know what TSAB's whole structures are like.
