EDIT: After closer look and some google searches, the style of the painting is similar to that of the 1700s. Probably just getting that vibe from it.
I haven't ruled out that it could indeed be some sort of version of Bernkastel. Some people were saying that she would never tolerate having her chest sized reduced, but it could just be some joke that whenever Bernkastel incarnates herself in the mortal realm, she loses her chest.
Buuuut it could still just be someone who coincidentally looks like Bernkastel.
